Draft Kingdom Law

Kingdom Law needs to be updated to account for changes to SCANZ's constitution.

-*Kingdom vs kingdom - only capitalised when referring to the full name of the "Kingdom of Lochac"
-*Officer titles - generally only capitaised when there's one - eg. Kingdom Seneschal vs group seneschals - need to decide on Kingdom Officers vs kingdom officers - leaning towards kingdom officers.
-*Their when referring to royal stuff - the capitalisation only occurs when it's part of the title - eg "the stuff that belongs to Their Royal Majesties is theirs.
