Change log

Kingdom Law was due for a bit of an update due to the changes needed to comply with changes to SCANZ's constitution.

We have made typographical updates for proper nouns, added or removed commas where needed, corrected names of organisations. Numbering updated to decimal. Paragraphs have been broken into individual referancable rules.

More substantial changes are noted below.

The Law

II.1 Precedence of the Law

III. The Crown

III.1 (Now 3.1) Eligibility for Crown Tournament

Reason for change
Changes to New Zealand's Incorporated Societies Act updated the definition of officer of an incorporated society, and the Crown are now officers of SCANZ because they make decisions about SCANZ funds and group activities through their positions on the Council of the Purse.
This means that those applying for the role by entering the tournament must be acceptable to the Committee if they win, and legally able to hold the role of an officer in an incorporated society.
Note that this does not mean you need to be a member of SCANZ, you can be a member of SCA Ltd and still be an officer of SCANZ.

III.1.3 (now 3.1.1.e)

All Great Officers have a Society-level counterpart, except Chirurgeon and Constable.
Chirurgeon: The Society Chirurgeonate was closed down in 2015. Anyone providing first aid or other medical support at an event does so under their mundane qualifications and scope of practice, as has been Lochac's policy since 2013. Event first aid is often coordinated locally, and the Kingdom Chirurgeon is usually not present to suprvise. Waterbearing in any official capacity is currently prohibited by Corpora. Reporting of injuries and medical events needs to go through the relevant officer - martial injuries through the marshallate (the marshallate injury procedures make no mention of the Kingdom Chirurgeon), other event injuries through the steward, and ultimately to the Board and Committee. Medical information being as private as it is, the fewer people who receive it, the better.
Constable: The Kingdom Constable isn't at all events, so can't be responsible for order and security at them. The other role provided for is a SCA Ltd function, not a kingdom one. The group office seems to end up being a lost and found repository. Health and safety at events primarily sits with the event steward.
DEI officer: This office is of sufficient importance that we have made it a corporate role, rather than kingdom. This elevates it above being held to any requirements imposed by the US, which may not be appropriate for the New Zealand or Australian cultural contexts. We are exempt from this Corpora requirement by our organisation constitutions.
Hospitaller: The name of this role has been changed in Corpora.

IV.1.iii (now 4.1.3)Term of office

Due to the organisational structure of SCANZ and SCA Ltd, the Kingdom Seneschal has less to do with interface with mundane outside agencies than they might in SCA Inc kingdoms where they are Regional Vice-Presidents of SCA Inc with responsibility for legal matters.

The Earl Marshal, in consultation with the Crown and Kingdom Seneschal, shall appoint deputies in the areas of Keeper of the Lists, Fencing, Archery, Equestrian and Armoured to perform duties in respect of the Marshallate. Reason for change
Update at Society level. You cannot make decisions that require subject matter expertise for disciplines you aren't qualified in. For roles that include multi-discipline responsibility and accountability (e.g. Kingdom Earl Marshal): You should verify and document whether the correct procedures have been followed to manage any issues, that the appropriate subject matter experts were involved and actions are justified, and direct any further appeal (if applicable) to the next person in the chain of command.
Appointing deputies for all the disciplines provides that pool of subject matter expertise at the highest level.
