Introduction to this revision

This revision has an extensive change log (the change log makes up more than 50% of this document).

Primarily, the changes stem from amendments to SCANZ's constitution that required some changes to the way that some officers were appointed and thereby their reporting lines and how issues with them were managed.

We took this opportunity to do a more comprehensive review, and address laws which were not supported by Corpora, add the new awards, remove outdated laws that don't work with the way things are now, and allow for alternative Crown selection options in the future. We've tried to use consistent terminology throughout, and avoid gendered terms to account for our array of Crown pairings.

Headings and numbering have been added and adjusted where needed to support referenceable rules.
